The original
program was meant to improve the image of the Vietnamese Army
in the eyes of the civilian population. It had the potential
to transcend distrust or even dislike of the central government
on the part of the general population. This was to be accomplished
through the use of Vietnamese military and paramilitary forces.
It was recognized early on that U.S. medical personnel in uniform
rendering the treatments could not achieve an improvement in
the image of the South Vietnamese Army. Go Back
